According to this Circular, there are 11 standards for assessing the quality of distance learning undergraduate programs, including: Program objectives and expected learning outcomes; Program specification, structure, and content; Teaching and learning activities; Assessment of students’ learning outcomes; Academic staff, researchers, and teaching assistants; Support staff; Students and student support services; Technological infrastructure, equipment, and learning resources; Program management and implementation; Quality assurance and enhancement; Output and outcomes.

Higher education institutions use these standards to conduct self-assessment of all activities related to the training program, with the aim of continuously improving the quality of distance education and ensuring accountability to relevant authorities and society regarding the actual quality of the program.

Each criterion within the program quality assessment standards is evaluated using a seven-level rating scale, and a criterion is considered to have met the requirement if it is rated from level 4 to level 7.
